Tactic of the Week: Solution

From best to worst position, the lasers are ranked: 1,4,3,2. From the figure we can see that boats 1 & 4 have right of way (due to overlap) against the boats next to them. So, we know that positions 1 & 4 are better than 2 & 3.
Position 1 is slightly better than position 4 due to starboard right of way, assuming that there is no substantially favoured side upwind.
Boats 2 & 3 both have the option to cross over or give room to boats 1 & 4. Crossing over is generally an unfavourable manoeuvre to make at gate marks though, because extra distance must be sailed and, in the case of boat 2, right of way would have to be given to boat 3 if both boats cross. Therefore, boat 3 has a slightly better position than boat 2.
